As the Sec cant even answer my new important Renewable Energy concept after more than a six month wait

Also im interested as to just why Victorian taxpayers have to fund the training of  even just one new electrical apprentice through the SEC 
let alone two thousand of them

Because we do not own our electricity generation or distribution network why should we the Victorian taxpayers pay one red cent  to  actually maintain it?
